I. Statement of limitations

Readers should be aware of the following limitations of our work:

1. Discovering and identifying credit-contributing units and individuals is a very heavy workload, and it is also a job that requires great care. We do not have the ability to discover all units and individuals that meet the standards. Units and individuals who meet the evaluation criteria but have not received honorary titles are requested to give their understanding.

2. We evaluate based on the recommendation materials of the recommender. Since the recommender may not know the person being recommended, and the relevant supporting materials may come from media reports, we have not investigated and verified the recommendation materials. If no one raises objections within the publicity period, we will recognize the authenticity of the recommended materials. Objectively, there is a possibility that the recommended materials may be inaccurate.

3. Although we are working very hard, there are still deficiencies in our evaluation standards and our work. We need to continuously improve in our work, and we also hope that people from all walks of life can provide criticism.

4. In view of our evaluation standards, some improvements may be made every year, so the evaluation standards of each year are not completely consistent, which may cause confusion to readers when reading each annual report. Readers please pay attention and understand.

This year, we found no individuals who met our criteria and received no references. At the same time, we noticed that the ICE8000 evaluation standard is a serious social evaluation standard, and we have long adhered to the principle of "rather deficient than excessive". Therefore, no results were assessed for 2010.

2. Detailed description of the reasons for the assessment

(1) The above units are all convenient for people to inquire about the identity information of enterprises or individuals, thereby: increasing the transparency of market entities, increasing the convenience for stakeholders to supervise and protect market entities, reducing the risk of dishonesty, and increasing market The cost of the subject's dishonesty has greatly promoted social integrity.

For example:

1. Zhang San always cheats other people's goods with fake ID cards. Now people can verify the authenticity of ID cards.

2. Li Si always uses the company to defraud other people of their payment. Now, by checking the company's investor list and senior personnel information, he can know Li Si's identity and pursue Li Si's credit responsibility.

(2) Most of the above-mentioned units are charged for inquiries, that is, they provide inquiries for a fee. Some people don't understand this question, and think that the information of government departments must be searched for free. We think this view is incorrect. The reason is as follows:

1. As a common international practice, it is free to inquire about the basic information of an enterprise, and charges for inquiring about detailed information. For example, anyone who has inquired about Hong Kong company information knows that there is a charge for Hong Kong company search. The reason why such an international practice is formed is that information search is not a service that everyone needs. Some people may never go to government departments to check information in their entire lives. Therefore, it is unreasonable for taxation to undertake such services. of. Moreover, it is also not conducive to the budget and final accounts and financial control of government departments. If it is borne by taxes, it will inevitably cause tax waste.

2. Inquiring information from government departments for free sounds good, but in practice it cannot be implemented. If the budget and final accounts of the government departments cannot meet the actual needs, the government departments will not be able to provide better inquiry services. In addition, if the public cannot supervise government departments, even if there is a sufficient budget, it cannot guarantee better inquiry services. This is indeed the case, many Chinese governmentsDepartments, although most claim to be able to look up information for free. However, they often set some unnecessary and illegal preconditions, making it impossible for people to realize the query. At the same time, they are equipped with fewer staff or not equipped with full-time personnel, so that people who go to inquire about information can queue up or wait for a long time to inquire about information.
