Chapter 1 Introduction to Regional Integrity Ranking

1. The basic situation of ICE8000 regional integrity ranking work

1. The "ICE8000 International Credit Standard System Regional Integrity Ranking and Supervision Standard" is a public welfare credit evaluation standard among the ICE8000 family of standards. Countries and regions improve their credit systems in accordance with scientific methods, promote social integrity, reduce transaction costs, and enhance human well-being.

The ICE8000 international credit standard system is a series of standards for credit evaluation, credit supervision, credit information dissemination, credit professional qualification certification, integrity management, and dispute resolution promulgated by the World Credit Organization (WCO), which belong to organizations and individuals. Standards of conduct are international universal standards formulated by the Chinese and are gradually being recognized by many countries and regions.

ICE8000 is the standard title of the international credit standard system. ICE is the abbreviation of INTERNATIONAL CREDIBLE ENTERPRISES in English.

2. ICE8000 China's provincial-level honesty ranking work started in 2005. Afterwards, ICE8000 China's prefecture-level and county-level integrity rankings began in 2008. Beginning in 2014, the World Credit Organization (WCO) began to use real-time dynamic rankings, and divided prefecture-level regions and county-level regions into red lists and black lists.

3. Since the release of the first China provincial-level integrity ranking report in 2006, the ICE8000 regional integrity ranking work has attracted more and more people's attention, and its reference value is getting higher and higher. Its fairness and objectivity have also been recognized by more and more units and individuals, and it is gradually becoming one of the symbols to reflect and measure the social integrity and investment environment of a region.

2. Theoretical Basis of ICE8000 Regional Integrity Ranking Criteria

1. Under normal circumstances, the more unrepaired [unreliable behaviors], [untrustworthy related behaviors], [supporting evil behaviors], [violations of the bottom line of morality], and [behaviors of violation of the bottom line of social responsibility] in a region, the lower the cost of untrustworthiness , the greater the possibility of continuing the above-mentioned behaviors, the lower the social integrity. However, it is impossible to objectively evaluate the real number of the above-mentioned behaviors in a region. Therefore, use the negative effective formal credit evaluation information in the ICE8000 credit information database to indirectly evaluate the quantity of the above-mentioned behaviors in a region.

2. Under normal circumstances, a region’s [behavior of integrity], [behavior associated with integrity], [behavior of supporting credit], [behavior of observing the bottom line of morality], [behavior of high morality], [behavior of assuming the bottom line of social responsibility], [active commitment Higher social responsibility behavior] and the higher the degree of incentives for this behavior, the higher the social integrity of the region. However, it is impossible to directly evaluate the real number and incentive level of the above-mentioned behaviors in a region objectively. Therefore, use the commendation letters in the ICE8000 credit information database to indirectly evaluate the quantity and incentive level of the above-mentioned behaviors in a region.

3. Under normal circumstances, the more units in a region with the willingness to be honest, the higher the degree of integrity. However, it is impossible to objectively evaluate the number of honest willing units in a region. Therefore, the number of units with ICE8000 trust in the region is used to indirectly evaluate the number of units with integrity in the region.

4. In general, the more credit institutions that specialize in anti-fraud in a region, the higher the integrity. However, it is impossible to objectively evaluate the number of credit institutions dedicated to anti-fraud in a region. Therefore, use the number of ICE8000 credit institutions in the region to indirectly evaluate the number of credit institutions dedicated to anti-fraud in the region.

5. In general, the longer a region has the willingness to be honest, the higher the degree of integrity. However, it is impossible to objectively evaluate the length of time a region has the willingness to be honest. Therefore, the length of time a region maintains its membership of the World Credit Organization (WCO) is used to indirectly evaluate the length of time it has good faith.

3.Characteristics of ICE8000 Regional Integrity Ranking

1. It always follows the three principles of "openness, fairness and justice", and guarantees fairness and justice with openness. Its openness is manifested in: the assessment standards and procedures are open; the credit information on which the assessment is based is open; the assessment procedure includes a public objection period.

2. It is public welfare, and it does not charge fees to the ranked objects, thus ensuring its neutrality, fairness and objectivity.

3. It neither informs nor requires the ranked object to participate.

Chapter 3 Ranking Procedures and Ranking Scoring Criteria

1. The ranking procedure is as follows:

1. Dynamic ranking work procedure: The background computer system dynamically updates the ranking points and ranking order in real time according to the relevant data in the background.

2. The static ranking procedure is as follows:

(1) The last month of each year is the data publicity period. If the relevant parties have objections to the relevant data, they should raise it in time.

(2) At 24:00 on December 31 every year, the ranking points will be calculated to determine the ranking.

(3) Write a ranking report and publicize the ranking report to the public. The publicity period is generally not less than 7 days. The public can raise objections and evidence against the publicity.

(4) Verification. Verify the objections received during the publicity period, adjust the ranking according to the verification results, and write the verification results into the ranking report.

(5) Publish the ranking results.

2. The ranking and scoring criteria are as follows:

2.1 The calculation criteria for regional honesty ranking points are:

(1) The following indicators indirectly reflect the number of unrepaired negative credit records in a region, and indirectly reflect the cost of dishonesty for units and individuals in the region.

the Effective internal complaints, credit warnings, public complaints, internal exposures, public exposures, and joint exposures (credit arrest warrants) information in the regional credit files (stocks refer to the existing information in the information database during the ranking period) are carried out item by item Points are deducted, and the points are deducted according to the value of credit points affected in the "ICE8000 Integrity Point Standard".

Reason for deduction of points: see 1.6(1). In addition: These are untrustworthy acts that have not been dealt with effectively and in a timely manner, and the person responsible for the untrustworthy behavior is still benefiting, and the victims of the untrustworthy behavior have not received material or spiritual comfort. Still eroding confidence in the insistence on integrity itself.

(2) The following indicators indirectly reflect the number of positive credit records in a region and the degree of incentives for honest people.

The stock effective praise information in the regional credit file will be added points according to each item, and the added points will be deducted according to the impact integrity points in the "ICE8000 Integrity Point Standard".

Reason for extra points: See 1.6(2). In addition: People are more willing to communicate with honest people, and the spread of praise information will make honest people get more benefits or opportunities to benefit, make honest people more willing to be honest, and make others more willing to emulate honest people.

(3) The following indicators indirectly reflect the number of units with good faith intentions in a region.

Points will be added according to the number of ICE8000 established credit units in the regional credit file, and the added points will be deducted according to the value of credit points in the "ICE8000 Integrity Point Standard".

Reason for extra points: See 1.6(3).

(4) The following indicators indirectly reflect the number of credit institutions dedicated to anti-fraud in a region.

Points will be added according to the number of ICE8000 credit institutions in the regional credit file, and the added points will be deducted according to the value of credit points in the "ICE8000 Integrity Point Standard".

Reason for extra points: See 1.6(4).

(5) The following indicators indirectly reflect the length of time a region has a willingness to be honest, and indirectly reflect its integrity.

The extra points are increased according to the time integrity points in the "ICE8000 Integrity Point Standard".

Reason for extra points: See ranking criteria 1.6(5)

2.2 Ranked objects whose ranking points are less than zero can be included in the black list; those whose ranking points are greater than zero can be included in the red list. Organizations whose ranking points are equal to zero may not be included in the ranking objects.

Chapter 1 Limitation statement (before reading)

Our work has the following limitations, please note and understand:

1. The credit information based on the ranking is the credit information of the ICE8000 credit information database. Although we have been trying our best to collect all kinds of credit information, the ICE8000 credit information database can only be part of the objective credit information. However, what can be guaranteed is that we are fair to each region, and we will not modify or block the data in the ICE8000 credit information database to favor any region.

2. Ranking points are automatically calculated by computer. Due to possible errors in the development of computer programs, the points may be incorrect. However, one thing can be guaranteed: we are fair to each region, and we will not use our mistakes to favor any region.

3. Although we have worked very hard, our ranking standards and our work must still have shortcomings, and we need to continue to improve in our work. We also hope that people from all walks of life can provide criticism.

4. In view of our ranking standards, some improvements may be made every year, so the ranking standards of each year are not completely consistent, which may cause confusion to readers when reading each annual report. Readers please pay attention and understand.
